What this is
A major Midwest Blue Cross Blue Shield plan is a health-plan target where an introductory note describing the govrn standard and the Aperture engine was sent. That is the full extent of the relationship to date: an intro note went out describing the offering. Nothing has been sold, no engagement has been signed, no scope has been agreed, and no price has been committed.
The opportunity is currently held pending Solutions — meaning it is parked, not active, and should be read as a directional signal about the health-plan motion rather than as committed pipeline.
We include it in the data room for one reason: it is an honest, representative example of how the health-plan motion opens. It is an early reference lead, nothing more.
The specific plan's name can be disclosed to investors under NDA or with the plan's permission.
Why a health plan is the right shape of target
Health plans sit at the intersection of two pressures that the govrn standard is built for. They operate under heavy, overlapping regulatory regimes, and they are now deploying AI into claims, member services, and care-decision support — exactly the surface where AI governance moves from a board talking point to an operational requirement.
Two market facts from the evidence pack frame why this segment is responsive:
- Regulatory compliance is the #1 barrier to GenAI adoption (38%, Deloitte) — and in a health plan, that barrier is felt acutely.
- Board AI-risk oversight jumped from 16% to 48% of the Fortune 100 in a single year (EY) — the boards of large regulated enterprises are now asking the question govrn answers.
A health plan deploying AI needs to see where AI is running, prove it meets a framework, and run a continuous measurement of it. That is the govrn + Aperture split: the standard sees it and proves it; the Aperture engine runs it.
What we did and did not say
In keeping with honest staging, the intro note described the offering as it exists today:
- The govrn standard is live — a three-lens assessment (technology, security, AI), six-framework crosswalks (NIST AI RMF, ISO/IEC 42001, EU AI Act, OWASP, ATLAS, CSF 2.0), and independent attestation (never self-certified).
- The Aperture engine is built and tested as a deterministic measurement engine, but is pre-MVP on live data — its connectors have not yet run against a live API. Any cost or shadow-AI figure shown in materials is modeled on synthetic seed data, not a customer result.
No live measurement of the plan's systems has occurred. No "$" outcome has been promised. The conversation is at the introduction stage.
How this fits the strategy
This lead is consistent with the entity-first approach: stand up the company — entity, team, raise — before any partner or customer conversation matures into a signed engagement. A held reference lead like this one is exactly the kind of early signal that gets activated after the entity and the Kelly / MCG first channel are in place, not ahead of them.
It also points at where the durable value sits. The govrn moat is independent attestation plus an accumulating, attributed record — and an attestation is only valid against a fresh record. A health plan is a natural fit for that annuity: continuous AI deployment requires continuous measurement and fresh attestation. The first engagement, whenever it comes, is the beginning of a renewing relationship rather than a one-time audit.

Next, when activated
If and when this lead is reopened — after the entity is stood up and Solutions is ready — the natural sequence is a scoped baseline: a three-lens govrn assessment of the AI surface, framed against the crosswalks the plan's regulators care about, with the Aperture engine connected to produce a first measured (not modeled) view. Evidence stays portable to the plan — sovereignty, not lock-in.
Until then, this remains what it honestly is: an early reference lead, held, that shows the health-plan motion is real.
